Instructions for completing an application for funding from the ERE Contestable Fund

Applications for funding from the ERE Contestable Fund must be completed using the application template. We have listed below the information required for each field on the form. If an item is not relevant for your application please write N/A beside it.

If you wish to talk through your proposal please contact the ERE Executive Officer 04 915 4552.

  1. Name of organisation
  2. Name of the course/project.
  3. Applicant’s (organisation’s) grounds for eligibility.
  4. Either:
    • a registered union;
    • a union organisation;
    • an employer;
    • an employer organisation;
    • any other provider recognised under the Education Act or by NZQA
  5. Contact person details (name, address, phone number and email).
  6. Total amount sought for each financial year (July to June), also projected progress report funding needs. (see 16 below)

Purpose, description and background

  1. Purpose and general description of the nature of the course or project.
  2. Relevant background information.
  3. Target group. Describe target audience and give a realistic number of participants expected to attend the course or benefit from the project. Provide information or evidence to support expected participant numbers.
  4. Specific outcomes. What will the course/project achieve? The outcomes should be measurable and include references to skills and knowledge gained by participants.
  5. If not related to a particular course, how does the application contribute to the development/running of ERE courses?

Contribution to Government goals

  1. Describe how the project is relevant to the legislative and policy goals of the Government (particularly the Employment Relations Act and/or the Health and Safety in Employment Act).
  2. Is there an expectation of improved outcomes for groups identified as likely to be disadvantaged in the labour market (eg low paid workers or people working in jobs with particular health and safety risks).
  3. How will the proposal contribute to the Government’s commitment to social and economic policies that improve outcomes for Maori and Pacific Island communities.
  4. Describe how the proposal contributes to the committee’s particular development interests.

Project details

  1. When is the project proposed to commence and finish.
  2. Set out the quarterly stages (e.g. January to March, April to June) for completion of the project. For each quarter include where relevant, the number of times each course will be run, the expected number of participants for each course and full time equivalent days of training, developments of the project to be achieved and other progress steps.
  3. Where will the course/s be delivered – at which geographic locations will courses be delivered. This may be different for each course.
  4. Outline how do you intend to deliver the project such as by presentations, workshops, seminars group exercises, face to face deliver, video conferencing.
  5. Describe the skills and experience of the people who will develop/deliver the course/project? Also, note any other organisations or persons from outside your organisation who will be involved in the development/delivery of the project, and their relevant skill and experience.

Courses to be used

  1. Name any current approved courses that will be used in the delivery of the project
  2. Name or describe courses, yet to be developed or approved, that will be used in delivery of the project. Have you checked to see if there is an already approved course that may be suitable for use.
  3. Name any courses approved for other organisations that are intended for use in delivery of the project.

Evaluation and assessment

Please refer to the Guidelines for Course Approval under the ERA for guidance on expected outcomes.

  1. Evaluation: How will you evaluate whether the course/project has achieved its stated outcome? What type of evaluation form will you use and what questions will you ask? Attach a sample evaluation form if available.
  2. Assessment: How do you propose to assess the project? How do you propose to assess any courses used in the project? For example, when assessing participants’ understanding of a course, what procedure will you use (for example role-play, phone or postal questionnaire) and when will you carry this out?).

Funding details

  1. Complete the budget template for each fiscal year (July to June). Note that all funding amounts sought must be inclusive of GST. Provide information for each financial year covered by the proposal return a copy of the budget template with your application
  2. Indicate if the proposal includes any fees or other charges to participants.
  3. Advise if funding is available from any other source for the coming from any other source for all or any part of the proposal.
  4. List any past funding from the Department of Labour, other than funding from the ERE Contestable fund, that may be relevant to your application and the objectives and outcomes of that work.

Statement of cost-effectiveness.

  1. All projects should demonstrate good value for money. Explain how project aims to be cost effective, taking into account relevant factors such as the number of participants you expect to reach and the skills and knowledge to be achieved and assessed.
  2. What is the FTE cost per participant day for attendees at courses under this proposal.

Referee contact details

  1. All applicants to the Fund, who have not received ERE funding in the previous three funding rounds, are required to submit contact details of two referees who would be able to give independent advice as to the capability of your organisation to provide training services or resources appropriate to ERE objectives. References should enable the ERE Advisory Committee to assess the quality of applicants’ adult education capacity. By supplying referee contact details, you are providing Department of Labour officials with permission to contact referees. Please provide the following:
    • Referee name
    • Their relevant organisation (if applicable)
    • Their position/occupation
    • Phone number
